I would not, simply because there is no such a need.

When I mentioned the issue of people translating from their second to their third languages or vice versa, I was just trying to provide a possible scenario out of your story.

Let them do their worst. When clients wake up to the fact that they are being given very bad translations, they will return to properly vetted mother-tongue translators
