In strict phonetic terms, it is a high, back, unrounded vowel. When pronounced quickly and without stress it is true that it weakens to something akin to 'schwa'.

Incidentally, I think the best way for an English speaker to produce this sound totally authentically is to pronounce the English word 'bottle' and stop, as it were, just after producing the 't' sound. You will find that English in such environents has a glide sound, not in itself phonemic, as the tongue moves back from articulating the 't' and if you freeze in this position you will find yourself articulating a very plausible version of this Turkish phoneme.
