If you see such low rates simply file a complaint with tax authorities.
Because the logic behind this is very simple:
- With such a low rate it is 100% true that one or both of the parties of the transaction (either the agency or the translator) do not declare this transaction to the related authorities.
And this is a crime.

2. Send them YOUR rates. In this case, you probably would spend some your valuable time and internet / electricity / etc., fees for nothing.

It comes out a price of 0,008 $/word.
You say that it is not an abnormal price in some language combinations. Let me comment that the "poorest" countries in which much translation for exports is done, apply at least 3-4x this price.
The job portal where I found it is a general one, for freelancers of various kinds.
Of course, the best thing is refrain from quoting, like in any similar situation, elsewhere.

I referred to the price in case the poster meant 46k characters.
The price would be around USD 0.05 per word, which is very low for some languages, but acceptable/common for others.
If the outsourcer really meant 46 thousand words, then the price is too low by all means.

Yes, there are cases in which KudoZ's are abused. However, the main purpose of answering KudoZ questions was and still is to help our colleagues with difficult terms. It is up to each one of us to decide whether we answer a KudoZ question or, in some cases, don't as not to support those low-price "colleagues" by rendering free translations. | | |

Most major publishers in Serbia pay this much for literary translation and I have also personally experienced an agency offering me 0.008 EUR/word to translate highly technical manuals for some industrial machines. | | |
