1. DESCRIPCIÓN GENERAL DEL FUNCIONAMIENTO DE LA TERMINAL
A continuación se describe el proceso habitual en la terminal.
• La terminal contiene diferentes islas de carga para el suministro de combustible. En los muelles de carga hay unos brazos de carga cuya dosificación se estabalce mediante un sistema automatizado, de manera que los productos se dispensan en las contidades que haya pagado el operador, con la rapidez suficiente para maximizar la disponibilidad de la terminal. El control y la dosificación del producto los lleva a cabo un controlador local de carga (UCC) que, además, monitoriza las principales variables de seguridad del funcionamiento del muelle de carga como: Coneción a Tierra, Verificación de Exceso, Comprobación de Hombre Muerto, así como la parada automática de la carga cuando se activa el Interruptor Local de Parada de Emergencia instalado en cada muelle.
• El acceso tanto a la terminal como a los distintos muelles de carga de productos se establece mediante la interacción entre el gerente de la terminal (GT) y el sistema de control de acceso (SCA).
• Todos los productos se suministran al muelle de carga desde el parque de depósitos general o desde el parque de ventas.
• Todos los muelles han sido concebidos para estar comunicados con el sistema del GT, que tiene la capacidad de ejecutar funciones de monitorización y llevar a cabo la supervisión y el control de la terminal en conjunto con el DCS.
• Los muelles de carga estarán plenamente automatizados para recibir del sistema del GT los detalles de carga de producto. Sin embargo, debe haber una instalación apra la operación manual, para permitir la carga desde el Controlador de Cargas en caso de fallo grave o pérdida de comunicación con el sistem de GT.

1. GENERAL DESCRIPTION OF THE TERMINAL’S OPERATION
The regular process of the terminal is described below:
• The terminal contains different loading stations for fuel supply. There are loading arms in the loading bay whose dosage is configured by an automated system, so that the products are dispensed in the amounts paid for by the operator, fast enough to maximize the availability of the terminal. The control and dosage of the product is performed by a local load controller (LLC) who, moreover, monitors the main safety variables of the operation of the loading bay, such as the following: Grounding, Verification of Surplus, Verification of the Dead Man’s Switch, as well as the automatic stop of the loading when the Local Emergency Stop Switch installed in each bay is activated.
• The access to both the terminal and the different product loading bays is established through the interaction between the terminal manager (TM) and the access control system (ACS).
• All products are supplied to the loading bay from the general warehouse fleet or from the sales fleet.
• All the bays have been designed so that they are in communication with the TM system, which has the ability to carry out monitoring functions and perform the supervision and control of the terminal in conjunction with the DCS.
• The loading bays will be fully automated to receive the details on loading the product from the TM system. However, there should be an installation for manual operation, to enable loading from the Load Controller in case of a serious failure or loss of communication with the TM system.
