Pomocí zjištěných slabých stránek ve SWOT analýze, jejich následném rozboru ve stromu problémů, na základě přímé poptávky subjektů inovačního systému po konkrétních nástrojích podpory a na základě jednotlivých rozvojových směrů, opatření a nástrojů obsažených v evropských a národních dokumentech, z nichž bylo při aktualizaci RIS vycházeno (viz kapitola 1 – Metodika), byly definovány dílčí specifické cíle. Z charakteru těchto specifických cílů vyplynulo jejich rozčlenění do čtyř prioritních oblastí klíčových pro budoucí rozvoj inovačního systému.
Prioritní oblast A – TRANSFER TECHNOLOGIÍ se zaměřuje na posilování transferu a komercializace výsledků výzkumné a vývojové činnosti ze znalostních institucí do firem na straně jedné a podporou realizace smluvního výzkumu ve znalostních institucích/výzkumných organizacích na straně druhé (stimulace poptávky firem po výzkumných kapacitách znalostních institucí). Důraz je kladen také na podporu využívání nástrojů ochrany duševního vlastnictví při transferu výsledků výzkumu a vývoje do podoby konkrétních inovací v nových/zdokonalených výrobcích, technologiích či službách. Vzhledem k tomu, že MSK patří v ČR ke krajům s nejnižší mírou podnikatelské aktivity v sektoru malého a středního podnikání, je zahrnuta do této prioritní oblasti také podpora zakládání nových spin-offs a inovativních start-ups. V souvislosti s touto aktivitou zde patří také opatření ke zvyšování využití rizikového kapitálu pro financování inovativních podnikatelských záměrů.
Prioritní oblast B – LIDSKÉ ZDROJE reaguje na zjištěné potřeby zvyšování odborných kompetencí lidských zdrojů o znalostní ekonomice (např. v oblasti transferu technologií, ochrany duševního vlastnictví, metod inovačního managementu, technology foresight, apod.). Jako velmi důležité se dále jeví zvyšování odborné kvalifikace lidských zdrojů ve znalostních institucích pomocí motivačních systémů a rozvoj jejich dalších dovedností potřebných ke kvalitní přípravě a řízení kolaborativních výzkumných projektů s jinými znalostními institucemi, ale zejména s podniky (marketingové, jazykové, manažerské a komunikační dovednosti). Klíčové je také lákání špičkových výzkumníků ze zahraničí pro zajištění úspěšné realizace projektů výzkumných center podpořených z OP VaVpI a zároveň také podpora mobility našich výzkumných pracovníků a Ph.D. studentů k účasti na odborných stážích v zahraničí.
Prioritní oblast C – INTERNACIONALIZACE se zaměřuje na vytváření a posílení využívání příležitostí v oblasti navazování mezinárodních kontaktů a transferu know-how a na posílení účasti subjektů inovačního systému MSK v mezinárodních projektech výzkumu a vývoje včetně účasti našich odborníků z univerzit, výzkumných ústavů a firem v klíčových seskupeních na úrovni Evropské komise pro přípravu a další rozvoj strategických výzkumných agend EU (Evropská inovační partnerství a znalostní inovační komunity EIT). Stěžejní v této prioritní oblasti je také analýza budoucích trendů vývoje technologií a poptávky po nich na zahraničních trzích v klíčových odvětvích MSK zejména ve prospěch malých a středních firem.

Using identified weaknesses in the SWOT analysis, subsequent analysis in the problem tree, based on a direct demand of the innovation system subjects for specific support tools, and based on each of the development trends, measures, and tools listed in European and national documents, which were used in the update of the RIS (see Chapter 1 – Methodology) the partial specific objectives were defined. The nature of these specific objectives resulted in their division into four priority areas for the future development of the innovation system.
Priority Area A – TECHNOLOGY TRANSFER focuses on transfer and commercialization of the results of R&D activities from the knowledge-based institutions into companies, on one hand, and supporting the implementation of the contractual research in the knowledge-based institutions/research organizations on the other (stimulation of the company demand for research capacities of the knowledge-based institutions). Emphasis is also put on the support of the tools for the protection of intellectual property in transfer of the R&D results into specific innovation in new, value added products, technologies and/or services. Given that the MSK is one of the Czech Regions with the lowest level of entrepreneurial activity in the sector of small and medium-sized enterprises, this priority area also includes the support for the launch of new spin-offs and innovative start-ups. In connection with this activity there are also measures to help increase the use of risk capital to fund innovative business proposals.
Priority Area B - HUMAN RESOURCES responds to the identified needs to increase the professional competencies in human resources about the knowledge-based economy (e.g. in the area of technology transfer, intellectual property protection, methods of innovation management, technology foresight, etc.). Another very important factor appears to be the professional development of human resources in knowledge-based institutions through motivational systems, and the development of other skills required for high quality preparation and management of collaborative research projects with other knowledge-based institutions, but especially with companies (marketing, language, management and communication skills). The key factor is also attraction of top-level researchers from abroad to ensure successful implementation of the projects from research centres supported by the Operational Programme Research and Development for Innovation (RDIOP) and at the same time support of the mobility of Region’s researchers and Ph.D. students to participate in professional internships abroad.
Priority Area C - INTERNATIONALIZATION focuses on creation and strengthening of the opportunities in the area of establishing international contacts and transfer of know-how and on strengthening of the participation of the main entities of the MSK innovation system in international R&D projects, including the participation of experts from universities, research institutes and companies in key groups in the European Commission for preparation and further development of the strategic research agenda in the EU (the European innovation partnerships and knowledge-based innovation communities EIT). The key in this priority area is also the analysis of future trends in technology development and demand for these new technologies in foreign markets in key industries of the MSK, especially in favour of small and medium-sized enterprises.

Zdrojový text - čeština Příspěvek prezentuje nové výsledky získané z hodnocení chemického složení, mikročistoty a struktury 90 t těžkého ingotu odléváného ze dvou následných taveb, u nichž byl záměrně upraven obsah Cu a Ni za účelem posouzení míry vzájemného smíchávání obou taveb v objemu ingotu během odlévání a tuhnutí. Pro stanovení chemického složení byly použity spektrální analýza a LECO. Hodnocení mikročistoty bylo provedeno na mikroanalytickém komplexu Hitachi, vybaveným energiově disperzním spektrometrem Vantage. Pro posouzení složení oxidických nekovových vměstků bylo využito ternárních diagramů. Struktura základní ocelové matrice bylo vyvolána leptáním. Hodnocení ukázalo, že při odlévání dvou následných taveb lze v případě odlišného složení předpokládat určitou míru nehomogenity chemického složení, které se projeví zejména v dolní polovině ingotu. Byla rovněž zaznamenána vyšší segregace síry v centrální podhlavové části ingotu. Obecně je však mikročistota celého ingotu velmi dobrá s nízkými plošnými podíly nekovových vměstků.
Hodnocení chemického složení vzorků oceli
Stanovení chemického složení vzorků bylo provedeno pomocí spektrální analýzy, v případě C a S pak byla použita spalovací metoda na přístroji LECO. Chemické složení obou taveb včetně váženého průměru je uvedeno v tab.1.
Z tab.1 je zřejmé, že v případě Cu a Ni došlo k cílené změně jejich obsahů u jednotlivých taveb z 0,13 na 0,46 % resp. z 0,506 na 0,118 %. Tyto obsahy umožnily přesněji identifikovat oblasti, které odpovídají složení obou taveb resp. jejich výslednému složení po vzájemném smíchání. Obsah uhlíku a dalších prvků byl cílený na stejnou hodnotu u obou taveb.
Diskuze výsledků
Úvodem k tomuto hodnocení je nutno konstatovat, že se téměř všechny vzorky vyznačovaly velmi dobrou mikročistotou, naměřené plošné podíly oxidických vměstků jen výjimečně překračovaly hodnotu 0,015 %, u sulfidických pak hodnotu 0,010 % a to zejména ve středových oblastech ingotu. Svědčí to mj. o zvládnuté technologii výroby a odlévání oceli a příznivých podmínkách pro separaci vměstků během vlastního tuhnutí. Je proto obtížné nalézt nějaké výraznější souvislosti mezi mikročistotou a např. chemickým složením oceli či dalšími parametry.
Celkové porovnání průměrných hustot a plošných podílů vměstků (oxidických a sulfidických), vždy z „pětice“ odebraných vzorků (tzn. 1 až 5, 6 až 10 a 11 až 15) od povrchu ke středu ingotu a po výšce ingotu (v řezech 1, 3 a 5) je uvedeno na obr. 3.
Na základě analýzy uvedených grafů v obr.3 lze formulovat tyto poznatky:
• hustota oxidických vměstků je nejvyšší v podpovrchových oblastech, směrem do centra ingotu klesá
• nejvyšší hustoty oxidických vměstků byly detekovány v podpovrchových vrstvách z patní části ingotu (řez 1, vzorky 1 až 5)
• nejmenší hustoty byly detekovány v řezu 3 a to jak u podpovrchových tak i ostatních vzorků směrem do středu ingotu
• hustota sulfidických vměstků rovněž klesá ke středu ingotu, tyto změny nejsou tak výrazné jako u oxidických vměstků
• plošný podíl „nekopíruje“ tendence hustoty vměstků – je to způsobeno rozdílnou distribucí vměstků v jednotlivých velikostních skupinách; v centrální části ingotu byly zachyceny větší vměstky (nad 10µm), jejichž plocha se výrazněji projevila v procentuálním plošném podílů vměstků
• nejvyšší plošné podíly oxidů byly detekovány v centrální části ingotu v patním řezu (vzorky 11 až 15, řez 1) – až 0,01%, což může patrně souviset s přítomností sedimentačního kužele, ve kterém se obvykle nacházejí oxidické vměstky stržené klesajícími krystaly kovu
Preklad - angličtina The paper presents new results obtained from the evaluation of the chemical composition, microcleanliness and structure of the 90-ton heavy ingot cast in two successive heats, in which the content of Cu and Ni was intentionally modified in order to assess the degree of mutual mixing of the two heats in the ingot volume during the steel casting and solidification. For determination of chemical composition, spectral analysis and LECO were used. Microcleanliness evaluation was carried out on a Hitachi microanalytical complex equipped with the energy-dispersive spectrometer Vantage. To assess the composition of oxide non-metallic inclusions ternary diagrams were used. Structure of the basic steel matrix was induced by etching. The evaluation showed that in the casting of two successive heats, a certain degree of inhomogeneity of chemical composition, especially in the lower part of the ingot can be assumed in case of different composition. A greater segregation of sulphur in the central top part of the ingot was also detected. However, microcleanliness of the entire ingot is in general very good with low proportions of non-metallic inclusions.
Evaluation of chemical composition of steel samples
Spectral analysis was applied to determine the chemical composition of the samples, in case of C and S a combustion method on the LECO device was used. The chemical composition of both heats including the weighted average is shown in Table 1.
Table 1 clearly shows that in case of Cu and Ni, a targeted change of their content in individual heats from 0.13 to 0.46%, or from 0.506 to 0.118% has occurred. These contents allowed a more accurate identification of the areas that correspond to the composition of the two heats, or their resulting composition after mixing them together. The content of carbon and other elements were targeted at the same value in both heats.
Discussion of results
To start this evaluation it is necessary to state that almost all the samples showed very good microcleanliness, measured areal proportions of oxide inclusions rarely exceeded a value of 0.015%, sulphide ones then 0.010%, especially in the central regions of the ingot. It shows, among other things a mastery of the production technology and casting of the steel as well as favourable conditions for the separation of inclusions during the steel solidification. It is therefore difficult to find a stronger connection between microcleanliness and, for example chemical composition of the steel, or other parameters.
Overall comparison of average densities and areal proportions of the inclusions (oxide and sulphide), always from the five samples (i.e., 1-5, 6-10 and 11-15) from the surface to the centre of the ingot, and along the height of the ingot (in sections 1, 3 and 5) is shown in Fig. 3.
Based on the analysis of the graphs in Fig. 3 the findings can be defined as follows:
• Density of oxide inclusions is the highest in subsurface areas and towards the centre of the ingot decreases.
• The highest densities of oxide inclusions were detected in the subsurface layers of the bottom part of the ingot (section 1, samples 1 through 5).
• The lowest densities were detected in the section 3, both in subsurface samples and in other samples towards the centre of the ingot.
• Density of sulphide inclusions decreases towards the centre of the ingot too, however these changes are not as visible as in the oxide inclusions.
• Areal proportion "does not copy" the tendencies of the inclusion density. This is due to different distribution of inclusions in different size groups. Larger inclusions (above 10µm) were captured in the central part of the ingot, and their area has become more visible in the percentage areal proportion of the inclusions.
• The highest areal proportions of oxides were detected in the central part of the ingot in the bottom section (samples 11 through 15, section 1) – up to 0.01%, which could be evidently related to the presence of a sedimentation cone, in which are normally found oxide inclusions torn by descending metal crystals.
