: you're right about mobilization payment, however it seems like the letter of credit is issued just for the mobilization payment, so my guess - аккредитив на авансовый платеж

Если что-то произойдет, то Supplier проведет мобилизацию чего-то и попросит наличку у банка. Банк обязуется ее немедленно предоставить, а Customer в этот момент становится должником банка.
