My wild guess would be The Pharmacopeial Authority, but this may be far-fetched. Note there are at least 4 more errors on your list.

Im afraid this is a non-sense term, seemingly suggesting a Pharmacopeal Center of some sort.
Im confident there is an error in your source document, but its hard to guess the indended meaning. What are the neighbouring terms on your list of items?
