Source text - English Many would agree that the past 25 years confronting the HIV/AIDS epidemic have taught us that there are certain principles for an effective human rights and evidence based approach to a future epidemic. These consist of dispelling the stigma attached to PLWH and key populations, abolishing the discrimination against them, spreading awareness as opposed to fear and what has come to be known as the ABC prevention approach (Abstinence, Being faithful and the use of Condoms if all else falls). Outreach to key populations is also agreed upon by most as an important strategic component, particularly during the early stages of the epidemic in a country or region.
In order to help establish these principles in any given community, individuals may make assumptions that don’t necessarily contribute to an effective response. A conservative religious person coming from a conventional ethical position may blame the epidemic on the ‘promiscuity’ of ‘modern people’ or the ‘non-religious’ tribal people, reading from the epidemic that it calls us to the sexual conservative ethics of the traditional monotheistic approach which most world religions adopt. A typical modernist humanist and secular response to this claim would be that consistent and correct condom use will have the same effect, with even less likelihood of infection, since universal and permanent abstinence is practically impossible and one can only guarantee his/her own fidelity, but not their partner’s.
Translation - Arabic قد يتفق الكثيرون على أن الربع قرن المنصرم في مواجهة وباء فيروس نقص المناعة البشرية / الإيدز قد علمنا أن هناك بعض المبادئ لنهج فعال لحقوق الإنسان يستند إلى الأدلة لمواجهة أي وباء في المستقبل. وتتألف هذه المبادئ من تبديد وصمة العار التي تلحق بمرضى فيروس نقص المناعة البشرية / الإيدز والفئات السكانية الرئيسية، وإلغاء التمييز ضدهم، ونشر الوعي بدلا من الخوف وما أصبح يعرف باسم نهج ABC للوقاية والذي يدعو للتعفف والإخلاص لشريك الحياة واستخدام الواقي الذكري إذا لم تنجح الخطوات الأخرى. كما يتفق الكثيرون أيضا على أن التواصل مع الفئات السكانية الرئيسية هو عنصر استراتيجي مهم، وخاصة خلال المراحل الأولى لظهور الوباء في بلد أو منطقة ما.
