NO AGLI OGM: UNA SCELTA CHE CONVIENE A TUTELA DEI CONSUMATORI E PER LA CRESCITA DELLA NOSTRA ECONOMIA.
1. OGM: RISCHI E L’IMPATTO SOCIO-ECONOMICO
Il tema degli Ogm è ampiamente dibattuto in ambito scientifico e socio-economico e assume crescente rilevanza anche in riferimento alla stagione attuale del nostro Paese impegnato – come il resto d’Europa – a ridare slancio alla sua economia e restituire fiducia e nuove prospettive di benessere ai suoi cittadini.
Ad oggi, le esperienze fallimentari delle colture Ogm hanno dimostrato che il transgenico rappresenta una tecnologia più orientata al produttore che al consumatore, che pone seri problemi di sicurezza ambientale e alimentare e non rappresenta un’opportunità per la crescita economica del nostro Paese.
Vi è un’autorevole letteratura scientifica che manifesta la propria contrarietà all’introduzione di Ogm nella catena alimentare umana e animale, in quanto sono ancora imprevedibili i costi sociali ed economici da pagare nel caso in cui il prodotto transgenico crei un danno.
E’ quindi necessario adottare i principi di precauzione e quello di responsabilità che significa avere il dovere di informare e impedire l’occultamento dei dati e ricerche su possibili rischi, sia per la salute che per l’ambiente che possono essere determinati dai prodotti transgenici.
Dunque, la contrarietà agli Ogm non deriva da un’ideologia antiscientifica, come sostiene pretestuosamente chi è a favore del transgenico, ma è una posizione assunta partendo dal presupposto che si è favorevoli, esclusivamente, alle conoscenze scientifiche e alle tecnologie che possono dare un contributo alla società, senza destabilizzare i sistemi ecologici, economici e sociali.
Ad ogni modo, se il parere degli scienziati è essenziale, quando si affronta il tema dell’innovazione, cioè dell’applicazione alla società di nuovi strumenti, il discorso va necessariamente allargato ad altri soggetti non più solo di settore, dal momento che entrano in gioco elementi valoriali ed interessi diffusi.
Occorre, fare chiarezza sugli impatti socio-economici degli Ogm per verificare che questi nuovi alimenti non sono in sintonia con gli obiettivi di politica alimentare e, soprattutto, non sono in grado di rispondere alle esigenze dei consumatori.
Difatti, gli Ogm comportano una omologazione degli alimenti, in quanto svincolano gli stessi dalle condizioni ambientali e, di fatto, spingono alla delocalizzazione e alla perdita di ogni legame con il territorio. Di conseguenza, viene minacciata la competitività del nostro Paese e del marchio “made in Italy”, in quanto il primato della nostra produzione si basa sulla tradizione e la qualità legate al territorio, quindi, un percorso del tutto opposto a quello dell’omologazione e del biotech.
Non può essere consentito che la produzione più identitaria del mondo venga omologata e contaminata, a vantaggio di un falso progresso che guarda più agli interessi delle multinazionali che agli interessi dei consumatori.
Gli effetti riconducibili all’impiego di Ogm sarebbero devastanti per il settore agroalimentare che si fonda sulla politica di valorizzazione del made in Italy, posto che per il consumatore è di fondamentale importanza l’identità geografica e territoriale dei prodotti.
Non a caso, i sostenitori del cibo transgenico hanno ostacolato le proposte, ora divenute regole europee, dirette a introdurre un sistema obbligatorio di etichettatura, che consente ai consumatori di individuare la provenienza territoriale dei prodotti al fine di compiere scelte di acquisto in modo consapevole e informato. Sicchè, la vera sfida per l’economia agricola italiana è quella della tracciabilità e dell'origine, nel rispetto dell'identità e della qualità delle produzioni.
Bisogna considerare che, oltre a tutti i dubbi sollevati dalla scienza sulla pericolosità degli Ogm e agli effetti negativi sulla nostra economia, il consumatore non ha ottenuto alcun vantaggio dagli stessi, in quanto ai fini nutrizionali non comportano nessun beneficio rispetto a quelli non modificati. Anzi, la perdita di variabilità qualitativa determina una modificazione ed una omologazione dei gusti del consumatore, che rischia di non essere più in grado di distinguere i sapori tradizionali da quelli tecnologici.
Si è, dunque, registrata una persistente contrarietà dei consumatori ad acquistare prodotti geneticamente modificati, che è giustificata tanto dai crescenti dubbi sul piano sanitario e ambientale quanto dall’esigenza di un’alimentazione sana, territoriale e di qualità che il transgenico non può offrire.
2. OGM E BREVETTI.
Il mercato ha già bocciato gli Ogm giudicandoli come il prodotto di una tecnologia inaffidabile, pericolosa per l’ambiente e per la salute oltreché diseconomica, se non per chi ne detenga i brevetti.
A tal riguardo, infatti, si ricorda che uno dei più gravi aspetti legato alle sementi modificate è di essere protette dal brevetto, ottenuto da note multinazionali, nel cui settore la ricerca scientifica pubblica è del tutto residuale.
Sarebbe opportuno rivedere le norme relative alla brevettabilità dei prodotti transgenici, che consentono di acquisire il monopolio sui prodotti da parte delle multinazionali.
Negli ultimi venti anni il binomio prodotto geneticamente modificato e brevetto - i cui diritti si riscuotono ad ogni ciclo produttivo o risemina - è stato un successo finanziario per le società biotech non per gli agricoltori e i cittadini, strumento di una nuova forma di colonizzazione.
Ciò spiega perchè coloro che ne hanno interesse ancora insistono per imporre il cibo transgenico:
- nonostante gli Ogm abbiano fino ad oggi tradito tutte le promesse su produttività, sostenibilità e capacità di “sfamare il mondo”;
- nonostante si siano rivelati dannosi per l’ambiente, la salute, la sovranità alimentare, la libertà di scelta alimentare e la tutela dei diritti umani;
- nonostante siano stati catastrofici per l’economia dei paesi poveri;
- nonostante siano una minaccia per i paesi che come l’Italia puntano sui prodotti di qualità.
3. CONTAMINAZIONI TRANSGENICHE: UN PROBLEMA IRRISOLTO.
Nel settore, servono controlli più seri oltre a nuove norme.
Bisogna difendere i prodotti di qualità liberando le relative filiere da contaminazioni transgeniche, altrimenti si corre il rischio che venga compromessa l’immagine dell’intero agroalimentare italiano che - come predetto - tradizionalmente lega i suoi prodotti al territorio e, quindi, all’origine.
L’altro aspetto rilevante della questione Ogm è, infatti, il problema della contaminazione delle colture tradizionali, che ostacola la libertà della maggioranza degli agricoltori e dei cittadini di avere i propri territori liberi da colture transgeniche.
La diffusione dell’inquinamento genetico provocato dalle colture transgeniche a causa del trasporto del polline verso altre varietà della coltura costituisce un serio problema a cui non si riesce a porre rimedio.
Dunque, l’impossibile coesistenza tra Ogm e Ogm-free comporta danni irreversibili all’agricoltura convenzionale e biologica e ai sistemi di qualità (Dop, Igp, ecc.) con notevole aumento dei costi di quegli agricoltori o allevatori che vogliono tenere una filiera libera da Ogm. E del resto, l’impossibilità di adottare misure di coesistenza è tra le motivazioni che hanno spinto la Commissione UE ad elaborare nuovi orientamenti in materia di coltivazione di Ogm con la proposta di modifica dell’attuale normativa in materia.
4. I NUOVI ORIENTAMENTI COMUNITARI IN MATERIA DI OGM.
I nuovi orientamenti della Commissione UE in materia di Ogm mirano a modificare la disciplina autorizzatoria, al fine di riconoscere agli Stati membri la possibilità di vietarne o limitarne la coltivazione sui loro terreni.
Ebbene, deve essere riconosciuta la libertà degli Stati membri di escludere la coltivazione di Ogm per motivi di tutela della salute e dell’ambiente, anche a garanzia della sovranità alimentare, quale diritto delle comunità a un cibo salubre, culturalmente appropriato, prodotto attraverso metodi sostenibili ed ecologici.
Il divieto di coltivazione deve essere, inoltre, riconosciuto per motivazioni legate alla politica ambientale, tenendo conto di fattori connessi all’uso ed alla pianificazione del territorio nonché alla luce di peculiarità socio-economiche di un Paese, come il nostro, che ha in sé agroecosistemi, cultura, tradizioni e un modello di sviluppo, in alcun modo compatibili con l’introduzione di colture transgeniche.
Inoltre, al riconoscimento della libertà degli Stati membri di vietare la coltivazione di Ogm, dovrebbero conseguire ulteriori azioni correttive della disciplina europea per quanto riguarda l’etichettatura dei prodotti derivati dall'utilizzazione di Ogm, che è gravemente carente, in considerazione dell’assenza di informazioni dirette al consumatore nell’ipotesi in cui l’allevamento degli animali è avvenuto mediante alimentazione transgenica.

NO TO GMO: A CHOICE THAT IS BENIFICIAL FOR THE PROTECTION OF CONSUMERS AND THE GROWTH OF OUR ECONOMY.
1. GMOs: RISKS AND SOCIO-ECONOMIC IMPACT
The issue of GMOs is widely debated in the scientific and socio-economic scope and becomes more important in reference to the current season of our country involved - like the rest of Europe - to revive its economy and restore trust and new prospects of well-being to its citizens.
To date, the negative experiences with GM crops have shown that GM is a technology that is more oriented to the manufacturer than to the consumer, which poses serious problems of environmental and food safety and does not represent an opportunity for economic growth of our country.
There is an authoritative scientific literature that expresses its opposition to the introduction of GMOs in the food and feed chain, because the social and economic costs to be paid are unpredictable in the event that the transgenic product creates damage.
It is therefore necessary to adopt the precautionary principle and the responsibility which means having a duty to inform and prevent the concealment of data and research on potential risks, both for the health and for the environment that may have been caused by transgenic products.
Therefore, opposition to GMOs is not derived from anti-scientific ideology as a pretext claims alleged by those who are in favor of GM, but it is a position assumed on the assumption that only scientific knowledge and technologies should be favored that could make a contribution to the society, without destabilizing the ecological systems, economic and social.
In any case, if the opinion of scientists is essential when dealing with the theme of innovation, it is the application of new tools to the society. The discussion must necessarily be extended to other subjects, not only in the field, from the moment entering into value-added dealings and common interests.
It is necessary to shed light on the socio-economic impacts of GMOs to verify that these new foods are not in accordance with the objectives of food policy and, above all, are not able to meet the consumers' needs.
In fact, GMOs require homologation of the food, as thereupon the same environmental conditions are released and, in fact, it leads to delocalization and the loss of any bond with the territory. Therefore, the competitiveness of our country and the
brand "Made in Italy" are threatened because the supremacy of our production is based on tradition and quality linked to the territory. This is completely opposite to homologation and biotechnology.
It cannot be allowed that the majority of an inherited identity of the world is homologated and polluted, to the benefit of false progress that meets more the corporate interests than the consumers' interests..
The effects related to the use of GMOs would be devastating for the food industry that is based on the policy of promoting Made in Italy, since for the consumer the geographical location and territorial identity of the products are very crucial.
It is not a coincidence that supporters of transgenic food have hampered the proposals now have become European rules, intended to introduce a compulsory labeling system, which enables consumers to identify the territorial origin of the products in order to make purchasing choices consciously and informed. So that it is a real challenge for the Italian agriculture to proof the origin and the traceability respecting the identity and quality of production.
It should be considered that, in addition to all the questions raised by science about the dangers of GMOs and their negative effects on our economy, the consumer does not get any benefit from them, as for nutritional purposes, there is no advantage compared with the GMO-free products. Indeed, the loss of variability leads to a qualitative change and standardization in consumer tastes, which may no longer be able to distinguish the traditional flavors from the technological ones.
Therefore, consumers offer strong resistance to buying GM products, which is justified both by the growing doubts about the health and environmental impacts. They want to eat healthy, territorial and quality products that GM cannot offer.
2. GMO AND PATENTS.
The market has already rejected GMOs judging them as the product of an unreliable technology, dangerous for the environment and human health as well as uneconomic, except for those who hold the patents.
In this regard, I would like to remind you that one the most serious aspects related to the modified seed,is the protection by patent granted to well-known multinationals while the public research is of minot importance.
It would be appropriate to revise the rules on the patentability of transgenic products which allow that multinationals acquire a monopoly on products .
In the last twenty years, the combination of genetically modified product and patent - whose industrial property rights have to be paid in each production cycle or sowing – was was a financial success for biotech companies not for the farmers and citizens, the instrument of a new form of colonization.
This explains why those who have an interest to insist on imposing GM food:
- even if hitherto, GMOs have neglected all the promises of productivity, sustainability and ability to "feed the world";
- even if GMOs have proved to be harmful to the environment, health, food sovereignty, freedom of choice and the protection of human rights;
- even if GMOs are catastrophic for the economy of poor countries;
- even if GMOs are a threat to countries like Italy, aiming for quality products.
3. GENETICALLY MODIFIED CONTAMINATIONS: AN UNSOLVED PROBLEM.
This sector needs more serious controls beyond new rules.
We must defend the quality products liberating their supply chains from transgenic contamination; otherwise there will be risk of compromising the image of the entire Italian food chain - as predicted - traditionally binds its products to the territory, and thus the origin.
The other important aspect of the issue of GMOs is, in fact, the problem of contamination of traditional crops, which obstacles to freedom of decision for the majority of farmers and the citizens to have their territories free from genetically modified crops.
The spread of genetic pollution caused by GM crops due to the transport of pollen to other varieties of the crop is a serious problem that is not possible to be solved.
Therefore, the impossible coexistence between GM and GM-free involves irreversible damage to conventional farming and organic farming and to quality systems (PDO, PGI, etc..) with a considerable increase in cost for those farmers or breeders who want to keep a chain free from GMOs. Therefore, the impossibility to take coexistence measures is one of the reasons that led the European Commission to draw up new guidelines for the cultivation of GM crops with the proposal to amend the current legislation.
4. NEW COMMUNITY GUIDELINES RELATING TO GMOs.
The new guidelines of the EU Commission on GMOs seek to change the authorization rules in order to give the Member States the opportunity to prohibit or restrict the cultivation of GMO on their land.
Then, the freedom of Member States to exclude the cultivation of GM crops must be considered for health and environmental reasons and food sovereignty as a right of the society to healthy food, produced in a culturally appropriate, sustainable and environmentally friendly way.
The cultivation of GMOs must be forbidden due to environmental policy, taking into account factors related to the use and planning of the territory and in the light of socio-economic peculiarities of a country like ours, whose agro ecosystems have a cultural tradition and where a model of development exists that is in no way compatible with the introduction of transgenic crops.
After the Member States can freely decide on the prohibition of the cultivation of GMOs additional corrective actions should follow referring the European regulations regarding the labelling of products derived from the use of GMOs. Which This is seriously missing, because information for the consumers on breeding of animals with transgenic feeding does not exist..
