I see two possibilities here:
1. Although the question comes with Capitalised "Demarcación", given that elsewhere they use the agency´s name or initials (Confederación Hidrográfica del Júcar and CHJ), then it could simply refer to the geographical feature (catchment area or basin). In this case I would say "Júcar basin" or "Júcar catchment area" (could also be "river Júcar basin" or "river Júcar catchment area").
2. Sometimes the word "demarcación" is used to refer the river authority/agency. If this is the case here, then I would say "River Júcar Authority" (or "River Júcar Agency") is the answer
With the full text, you are in a better position to judge which applies.
