A second thought: fabricating caltrops from nails should have been no problem to a blacksmith in WW2 time. Still, we do not know how the koziołek looks.

Andrzej, what you describe is a caltrop: http://en.wikipedia.org/wiki/Caltrop . I suppose the item described in the question is one solid object that you put across the road, for instance spike strip: http://en.wikipedia.org/wiki/Spike_strip . I just cannot imagine how those were used in WW2. All the movies etc. showed only a wooden barriers, wrapped with barbed wire.

AFAIK such device is a three-dimensional 'star' with four equal arms. No matter how it fell down on the road, one arm is always pointed up.

Could be called a caltrop as well, but tire spike seems simplier.
Example sentence:

No matter how the Tire Spike is thrown or dropped, one of its four spikes will land in a vertical, upright position.
