In the UK insolvencies are reported in one of the official gazettes: London Gazette, Edinburgh Gazette or Belfast Gazette (http://www.gazettes-online.co.uk/). Maybe you could use (official) law reports in a generic sense? In the US, they tend to speak of "bankruptcy notifications".

On second thought, \"hitel\" alone is just credit, so it is not clear that these are notices ONLY of those in bankruptcy/default, though the context suggested that these are notices that indicate one\'s inability to pay.
