I think it is safe to assume that the idea of "full disclosure" is built into the concept of a letter of representation (i.e. that the company in question must show all relevant documents to its accountant in accord with G.A.A.P.)

Under SOX 302 ( CEO/CFO Certification) CEOs and CFOs must certify their disclosure controls and procedures (DC&P) are effective in ensuring they receive information in sufficient time to determine its materiality and whether to disclose it to the public. This regulation has been in effect since July 30, 2002.
