I am looking for an adjective, if possible, in order to avoid saying ...'that can be activated' or sth along these lines. Or is it more scientifically accurate to say 'upregulated' instead of 'activated'? Or sth entirely different that would fit the context?

I don't see how a cell divsion/proliferation rate can be activated. 'Aktivieren' is used in the sense of 'accelerate', I think.
FWIW, "accelerated rate of cell division" googles pretty well.

: accelerate is the outcome, but not the mechanism; indeed, the German is not quite correct, either the rate is accelerated or cell division is activated, which accelerates the rate as a consequence. As the author used activated, I assume he meant division

I agree with you that "either the rate is accelerated or cell division is activated". Source text talks of 'Zellteilungsrate', not 'Zellteilung'. Ergo, I suggested 'accelerated'. I rest my case.
