Does this simply mean - as regards the health sector? If so, does the following make sense:

As regards the health sector, with HIV and AIDS, high infant-juvenile mortality and maternal mortality have become associated with the relatively high prevalence of HIV and AIDS.

I'm not sure I understand: as regards the health sector with HIV and AIDS. Does this mean, the number of people that die while they are an inpatient?

But the sentence is strange as HIV/AIDS appears to be repeated:
Maybe something like 'In the healthcare sector, the relatively high number of deaths due to the prevalence of HIV/AIDS has combined with/comes in addition to the high levels of infant, child and maternal mortality' ... something along these lines anyway ... I don't think you need to repeat HIV/AIDS

as far as sanitary field is concerned

AIDS is the main cause of death among youngsters and mothers
