Encontré varias entradas para este término, pero me parece que ninguna se adecua al contexto. Les paso contexto:

If the parent’s/guardian’s preferred language of communication is a threshold language at the agency level (i.e., Spanish), translations of the IEP and amended IEP must be provided to the parent/guardian within 45 days.

Se trata de lenguas con un gran volumen de hablantes como su lengua materna sin ser la oficial del país En este caso me he basado en esta definición en inglés (dejo página)

Threshold language (at the agency level) se refiere desde una perspectiva legal a aquellos idiomas minoritarios en Estados Unidos que son utilizados como idioma principal por un número o proporción de habitantes determinados en un área geográfica particular [por ejemplo tres mil hablantes o un 5% de la población local utilizan este idioma como principal en su día a día]. En estos casos, los hablantes de estos idiomas que superan el umbral de hablantes establecido legalmente pueden solicitar la traducción del plan de educación individualizado (IEP), por ejemplo.

Así, no se trata realmente de idiomas "mayoritarios" sino más bien al contrario, de idiomas minoritarios que localmente (en un área geográfica determinada, como un county) superan un umbral determinado o un número determinado de hablantes y que por ese motivo tienen una consideración especial desde un punto de vista legal y/o institucional.

A nivel de traducción, y dado que "threshold language" es un término legal, lo incluiría tal cual entre paréntesis.

Por ejemplo así,

Si el idioma principal de los padres o tutores es un idioma minoritario localmente predominante desde una perspectiva institucional ("threshold language"; por ejemplo el español), deberán proporcionarse (...)
