Mijn insteek is altijd: duidelijkheid boven letterlijkheid :-)

: I think I would translate this as 'Implementing/introducing a review cycle comprising planning, progress monitoring and assessment.'

interview cycle
source: Juridisch-Economisch Lexicon
Example sentence:
Pharmacy interviews take place on one or more specific days in the first interview cycle and again in the continuous cycle.
A key feature of this part of the interview cycle is that the interviews are two-way in nature, meaning that both the employee and the supervisor agree on the objectives set.

: Seems to refer to interviews as in job interviews: https://uwaterloo.ca/co-operative-education/get-hired/interv...

"The various rounds that comprise the appraisal cycle correspond to the different stages of the process culminating in the final grading of the employee"

"At least one progress review, or midterm appraisal, must be completed for each employee during each appraisal cycle. For the typical employee who is in a position on the first day of the appraisal cycle, this progress review should take place at or near the midpoint of the cycle. Both employees and supervisors may request additional progress reviews throughout the appraisal cycle as necessary."

Discussion
As it will be clear from the context, this is about 'performance management'
'Introducing/impementing a performance management review cycle'
or
'Implementing/introducing a review cycle comprising planning, progress monitoring and assessment.'
That is:
"Introducing/implementing a performance management review cycle"
would do.
This pertains to a series of 'gesprekken' between the manager and individual employees.
In short:
'plannen' (planning): they discuss and make agreements about what is going to be done, goals are set, duties are defined, that kind of thing
'voortgangscontrole' (check-in): they discuss to what extent goals have been met, duties have been fulfilled so far
'beoordelen' (assessment) : they discuss the employee's performance with respect to the extent in which the goals have been met and duties have been fulfilled etc during the relevant performance management cycle
Have a look at this picture:

Here is a larger chunk of the relevant context, maybe it will help clarify the issue.
Even though 'interview cycle' is one of the possible translations of the term 'gesprekscyclus', I don't think it fits well in this case. Google yields more results pointing towards interview cycles = continuous job interview (including one of your example sentences) than otherwise:

Here in Australia the commonly used expression with anything performance-related is review: http://www.swinburne.edu.au/corporate/hr/pdr/home.htm
I have never heard of 'p&d talks'. The link you provided is a Dutch link and might not be 100% reliable.

Implementing/introducing an interview cycle comprising planning, progress monitoring and assessment.
Bracha has said that 'The text in general describes how the particular consultancy firm can help companies organize their competence and performance management.' However, just from the snippet ' Invoeren van een *gesprekscyclus* van plannen, voortgangscontrole en beoordelen', I wouldn't dare to say much more than 'interview cycle', without further context.
Interview cycle doesn't only mean interviews as in job interviews.

I think Kitty is probably also right. I think another option would be: 'Performance and Development Interviews' / 'Performance and Development Talks' or performance and development cycle.
