I don't think it's a weapon against decline, but a weapond to "wear down" political opponents.

noun: a wearing down to weaken or destroy (Example: "A war of attrition")

I think you have two options:
1. Simplify a bit: politiocal weapon.
2. Lengthen it a bit to get in the idea of desgaste (attrition)

I\'d probably go for the first.
