What I find for "estadista" is referred to a person, but I am not sure I can apply it to a geographical area. I'd appreciate your help!

The Westphalian "nation state" concept/tradition? My gut feeling is that this is an allusion to the Westphalian system (hence --> tradition) of sovereign “nation states” (1648):

In this context, I would probably use: "A vision not at all rooted in the traditionally state/feudal Europe of the XVII century".

But this is my answer, without going into a detailed study.
