En lisant AllegroTrans, je me suis rappelé que ce type de document contenait effectivement un avertissement à l'intention de tiers quant au fait que le contenu s'appliquait dans le contexte particulier visé et qu'il ne fallait pas trop s'y fier si le contexte d'application était différent. Dans cette situation, "reliance" = "recours"/utilisation dans le sens "ne pas utiliser ce document à n'importe quelle sauce".

Strictly speaking "reliance restricted" means "there are limits as to how much you can rely on this report".
The consequence of that is that "the recipient is held to the same duty of care as the original signatory of the report". You define a term by what it is, not by its impact on s.t. else.
Or IOW the recipients of the report have the obligation to check for themselves all the facts from this "due diligence report" (=the same "duty of care"). Because the authors of the report won't or can't guarantee that all the facts in the report are correct (maybe they couldn't check?). Or they don't want to be held responsible for any changes that happened after they submitted their due diligence report.
"fiabilité limitée" would be the idea, not sure what term is effectively used.
OTOH a report doubting its own "crédibilité" wouldn't impress anyone.
