: Pretty close. Except "refuser les rayures" is obviously "refuse pork scratchings", and "leur falsification" is clearly "poor substitutes therefor" (quavers, bar nuts, pickled eggs, etc.).

Thanks and merci, Mpoma. I never refuse any kind of flesh or surrogates. Otherwise, hoary (watch the spelling!) English probate cases have focus(s)ed on interlineations and paper-clip residues of other docs. attached : 'Affidavits of plight & condition'

Namely "une rayure (de texte)" (/ striking out of some text in a legal document) would have to be validated in some way, like by by putting "un cachet" next to it.
In effect "refuser les rayures et les cachets et leur falsification" would mean the right to reject / question the validity of alterations to legal documents, by claiming that "les cachets" supposed to validate the alterations (the strike-out of some text) are fake.
This is pretty outdated - made sense at the time of hand-written documents, but nowadays the whole text would have been simply corrected and reprinted.
I think here probably 'refuser' might be better rendered as 'reject'
