After that I don't see anything that could provide more context.
I'll probably have to open another inquiry about "DAM" too, if my research turns up nothing. Possibly a typo.

I don't think we have enough context. What is 'el asunto' - the export, or something else? And what does it say before this?

Grind to a halt is in Merriam-Webster, though - from the blank looks I've received - I'm unsure its use is widespread in the US of A / Canada.
Example sentence:

Without more money, work on the project will soon grind to a halt.
