agree philgoddard : I don't think "per its duties as" is something you'd see on a school certificate, and "upon the powers conferred to" is ungrammatical. But the question is "atribuições", and I agree with "powers". "Authority" is also OK.

"[school official], by virtue of the authority vested in (me/him/her) and according to the course regulations, hereby confer(s) upon [recipient] the [title/degree]"
