I wonder if they just use orientatie as a "posh" word for investigation. It looks like that is what they are trying to convey. You could use "orientation", but I think I'd prefer investigation or survey.

I think they want to find out whether their project is viable so before spending a lot of money on actually performing soil surveys, etc., they want to receive any information that is already available.

About the KLIC notification
A KLIC report is a report that must be submitted by contractors, cable companies, and other excavators when they start digging in public spaces. The report is made online at the Land Registry (“het Kadaster”), of which the Cables and Pipelines Information Center is a part. Notification of digging (Excavation Regulation)

Do you want to dig mechanically or have such work performed in the Netherlands? This is an activity under the regulation governing excavation contractors (Grondroerdersregeling). You are obliged to report your planned activities to the Dutch Land Registry Office (Kadaster) at least 20 days before the activity.

Notifying about a dig
If you only intend to do a one-time mechanical dig, you only need to fill in the Klic form for notifying about a dig (in Dutch). If you do regular digs, you first need to register with the Dutch Land Registry Office (Kadaster) as an excavation contractor (grondroerder). Then you can login to report another dig, this is known as KLIC notification (klic-melding, in Dutch). The land registry's network manager will send you digital information about cables and pipelines present at the indicated location. Then you will know where to dig without damaging cables and pipelines.
