@Marcelo There is not enough context. It could be that one of the parties appealed an issue to a federal court. As long as Alicia remains silent we will never be able to know for sure.

I will also say that Toni's citation of Bryan Garner's Lawprose is the right scholarship in and of itself. Nonetheless, we need further context from Alicia. No further context, no further help.

@Sandro When there is an appeal on such matters, my understanding is these would be handled by the judiciary. The decision affirmed on appeal would be the one (of a lower court) approving the extradition. Anyway, let's see what Alicia says, but I think we already have the necessary context: a court decision on an extradition was appealed. Así de sencillo, diría yo.

@Marcelo If it's not the conviction, interlocutory matters can be appealed by other mechanisms than an appellate court. Extradition matters may involve executive branch actions. It would be nice if Alicia could provide us with further context.

@Marcelo Yes (The term "decision" in English is often used in the exact same way as "ruling"), but often does not mean always, as you can see underneath. In order to avoid possible misunderstandings, I would refrain from using "fallo" (ruling) in this case, as I pointed out before.
