This patient has been hospitalized for a stroke with various symptoms including "disturbo del linguaggio" which I translated as "speech disorder"
Two lines below this, where it talks about the neurological examination it says "eloquio nella norma".
I would have thought that they both refer to speech but there must be some difference as they seem contradictory.
Does eloquio refer to the speed of his speech (talks at a normal speed)?

I would translate "disturbio del linguaggio" more directly as "language disturbance." As I understand it, speech and language are two different dimensions. See this sentence found online, for example: " Neurologic examination reveals normal speech, language, and mental status." Also: " ... speech-language treatment services are as medically necessary for this patient as they are for an adult who has suffered a stroke and lost speech and language function."
As I understand it, "speech" refers to speaking: the way we make the sounds of the language come out of our mouth. "Language" refers to the way we put words together to express meaning (and also understanding others' communication). Here is one definition from an ASHA [American Speech and Language Association] document:
Speech-language pathologists treat disorders of speech sound production (e.g., articulation, apraxia, dysarthria), resonance ... voice ... fluency (e.g., stuttering), language (e.g., comprehension, expression, pragmatics, semantics, syntax), ... etc.
I do think that "speech" is the correct translation of "eloquio." For one, our friends at Google Translate show it this way. Also, the online Reverso dictionary gives the following example:
Quando sono iniziati i problemi di eloquio e di vista? -- When did his vision and speech problems start?

As I understand it, "speech" refers to speaking: the way we make the sounds of the language come out of our mouth. I would hazard a guess with 'linguistic ability', meaning vocabulary/grammar/logical coherence all normal. The 'disturbo' could be something like slowed or slurred speech, a stutter etc. - problems with the act of speaking but not with the language content.
