This relates to the proportion of the charges payable by a lessee. I understand what it means but am finding it difficult to phrase.

I think the problem here is more that you have a doublet of two nouns + 'de', where it may be easier to render in EN if you try using verbs instead:
"en cas de création ou de suppression de lots"
"in the event of shares being created or eliminated"
Of course, I've not really concerned myself about the translation of 'lot', though I do believe we talk about 'shares' in a condominium?
I think the way they would be 'got rid of' makes it difficult to use many of the other usual translations for 'supprimer', but 'eliminate' could possibly work here.

In an housing estate/urban development, lotting and de-lotting - though not Googling well - are London University-accepted (!) conveyancing terms.
