It is very context sensitive: you need to get away from the French and look at what it's saying. That the team on this electoral list is wanting to work collectively with local citizens (i.e. participative democracy) to decide on the programme for the village during the next mandate, in contrast to the conservative (non-participative) approach of the outgoing team. So the emphasis should be on this team being open ("à l'écoute") to the opinions and ideas of others. A pretty clumsy title in French, but typical electioneering speak.
My suggestion is just one solution for rendering this idea, you could play around with other verbs (create, construct) etc.

That's what it says to me.
They are a team. They are available. They are looking for a project. It doesn't say why they are looking for a project, and it doesn't necessarily mean they'll take on any project. but they are certainly looking to take something on.
If you want to give it a bit of a different ring, perhaps "A team looking for a mission" would make it sound more like that have something to prove, or perhaps that they are a force for good and want to do something positive.
