I don't really understand what this is. Can someone help? Context: Parallel hat nun die von der Bundesregierung eingesetzte Expertenkommission zur Schaffung eines Geschichtsverbundes "Aufarbeitung der SED-Diktatur" ihre Empfehlungen oeffentlich vorgelegt"

I'd focus more on what the "Aufarbeitung der SED-Diktatur" actually is rather than what the author calls it.
It's proper name would appear to be the "Stiftung zur Aufarbeitung der SED-Diktatur", hence my suggestion:
- Foundation for the Reappraisal/Study of the SED Dictatorship
But in practical terms, Linda's "commission" would also work well, e.g.:
- (investigatory) commission on the (historical) reappraisal of the SED dictatorship ('s legacy)
i.e. small caps

Expert Commission
I googled Geschichtsverbund and found several articles,. It is clearly a panel/committee of experts brought together to deal with the SED history. I didn't find an Eng. translation, "expert commission " is my translation.

You can't rightly have expert commission twice in this sentence, since the expert commission is the one publishing their recommendations for creating the "Geschichtsverbund."
