Spanish to English: Ley de Fideicomiso / Law on Trusts
Source text - Spanish El 27 de octubre de 2003 fue promulgada la ley Nº 17.703 que regula la figura del fideicomiso en el Uruguay.
La norma, que consta de 46 artículos, distribuidos en seis capítulos, regula el concepto y principios generales del fideicomiso, el régimen jurídico del fiduciario y del beneficiario, el fideicomiso financiero, la extinción del fideicomiso y el tratamiento tributario aplicable a esta figura.
El fideicomiso es definido por la ley como el negocio jurídico por medio del cual se constituye la propiedad fiduciaria de un conjunto de derechos de propiedad u otros derechos reales o personales que son transmitidos por el fideicomitente al fiduciario para que los administre o ejerza de conformidad con las instrucciones contenidas en el mismo, en beneficio de una persona (beneficiario), que es designada en el mismo, y la restituya al cumplimiento del plazo o condición al fideicomitente o la transmita al beneficiario.
La definición legal pone el énfasis en el concepto de propiedad fiduciaria, hasta ahora desconocido en el derecho uruguayo, previendo la existencia de los tres sujetos básicos de una relación de fideicomiso: el fideicomitente, el fiduciario y el beneficiario.
Translation - English On October 27, 2003, law No. 17,703, which governs trusts in Uruguay, was enacted.
The law, which is comprised of 46 sections divided in six chapters, governs the concept and general principles of trusts; the legal frame for the trustee and the beneficiary; financial trusts; termination of trusts and the applicable tax frame.
The law defines “trust” as the legal act whereby the fiduciary property of a group of property rights or other rights in rem or personal rights is created and transferred by the trustor to the trustee for the latter to administer or exercise it pursuant to the instructions included in said trust, for the benefit of a third person (the beneficiary), which is thereby appointed. The trustee shall return said fiduciary property to the trustor or to the beneficiary upon termination of the term or occurrence of the condition of the trust.
This legal definition emphasizes the concept of fiduciary property, which was, up to now, unknown to Uruguayan law, stipulating the existence of the three basic parties of a trust relationship: the trustor, the trustee and the beneficiary.

Britney Spears, best known recently for a lip lock with Madonna, is hardly an authority on the political ramifications of September 11. But Spears has a bankable feel for the popular pulse, and her comments last week reflected a good chunk of public opinion on the subject of patriotism: "I think we should just trust the president in every decision he makes," she told CNN, "and we should just support that, and be faithful in what happens." Millions of people, most of them Republicans, define themselves politically and define others patriotically by adherence to that simple Spears standard. The Bush White House will do everything it can to identify those voters; play to their sometimes sublimated emotions of fidelity and fear, and turn the first Tuesday in November 2004 into a referendum on the second Tuesday in September 2001. Stay Proud. Stay Safe. Vote Bush.
But now a hard-nosed Democratic critique has emerged, reflected in Howard Dean's surprising success and Al Franken's runaway best seller that documents lies told by Bush and other conservatives. This view is a twist on Bush's taunt to the terrorists, "Bring 'em on." These Democrats are essentially saying to him: "Go ahead, make ads wearing that flight suit on the aircraft carrier; visit Ground Zero with a bullhorn during the GOP convention next year in New York; try to 'Dukakisize' the Democratic nominee as an unpatriotic weenie. This time, it ain't working." And, by the way, "We told you so on the failure of your go-it-alone arrogance abroad and your job-killing, feed-the-rich economy at home."
Between blind loyalty and blind defiance sit most Americans, still rubbing their eyes in amazement at how much has changed in only two years. In the wrenching aftermath of September 11, the American flag became a security blanket to warm a wounded nation: Stars and Stripes sprouted in even the most left-wing lapels and the French daily, Le Monde, ran a banner headline: WE ARE ALL AMERICANS NOW.

Pero, posee una intuición garantizada para el sentir popular, y sus comentarios de la semana pasada reflejaron buena parte de la opinión pública en lo que se refiere al tema del patriotismo: “Creo que, simplemente, deberíamos confiar en el Presidente a cada decisión que tome”, dijo a la CNN, “y, sencillamente, debemos apoyarlo y permanecer fieles a él en lo que suceda.” Millones de personas, en su mayoría republicanos, utilizan el índice de adhesión a ese simple estándar de Britney Spears para definirse a sí mismos, en términos políticos, y a sus semejantes, en términos patrióticos. La actual Casa Blanca hará todo lo posible para identificar a esos electores; prestar atención a sus sentimientos – a veces subliminales – de fidelidad y miedo, y transformar el primer martes de noviembre de 2004 en un referéndum del segundo martes de septiembre de 2001. Siga sintiéndose orgulloso. Siga sintiéndose seguro. Vote a Bush.

GENERAL
This Agreement for hire of dredger consists of general conditions of hire and special conditions of hire.
In case the special conditions of hire differ from the general conditions of hire, the special conditions of hire shall prevail.
GENERAL CONDITIONS OF HIRE
laid down by the Board of the Association "XXXX" in the conference of
6 October 1983.
ARTICLE 1 - DEFINITIONS
Terms used in the general conditions of hire shall be understood to mean as follows:
a. ZZ: the Association "Zzzzz Xxxxxxxx", established at Montevideo;
b. single hire: the weekly hire to be fixed, based on usage of the hired dredger for work in a single shift.
c. hire: the weekly hire based on the total number of hours to be worked per week.
d. time of mobilization: the period of time between the moment of departure of the hired dredger from its berth and its arrival at the place of work.
e. time of demobilization: the period of time between the end of the work and the arrival of the hired dredger at the place agreed upon by the parties.
f. hire period: the hire period shall commence at the moment of departure from the berth, but not later than the date agreed upon by the parties, and shall terminate at the moment of final return at this berth or at such other place as the parties have agreed upon.

ARTÍCULO 1 – DEFINICIONES.
Los términos utilizados en las condiciones generales de arrendamiento tendrán los siguientes significados:

b. arrendamiento único: el arrendamiento semanal a fijarse en base al uso de la draga arrendada para trabajo en un único turno.

d. período de movilización: el período comprendido entre el momento en que la draga parte del atracadero hasta su arribo al lugar de trabajo.
e. período de desmovilización: el período comprendido entre la finalización del trabajo y el arribo de la draga arrendada al lugar acordado entre las partes.
f. período de arrendamiento: el período de arrendamiento comenzará al momento de partida del atracadero, pero no después de la fecha acordada entre las partes, y terminará al momento del arribo definitivo al mismo atracadero o al lugar que las partes hayan acordado.

I got my degree as Public Translator (B.A. in Legal Translation) from the University of the Republic of Uruguay in the year 2001, but my activities in the translation and linguistic fields trace back to some years before that.

As regards CAT tools, I am competent in Trados, Déjà Vu, Wordfast and SDL Edit and I am currently working on a very ambicious terminology base project (MultiTerm 6.2).
