the way the words sit in Czech don't provide for the verbs included in my answer, but this is the whole sentence: "Late payment interest was due on the day in which legal conditions for its formation were met."

agree Pavel Slama : Just what I was thinking, or “for its existence”. Perhaps “effecting it into existence” is what is meant (I know it does not sound great).
