Something rings a bell in this to me. A year earlier, o maybe even more than that, I received something smilar if not the same. I replied very politely, told what my rate was and asked payment in advance. No news to this day.

it was a scam

The individual requesting the translation sent me the article. I asked who the author was and what the translation is for (plus some other pertinent questions). He did not reply. I took a small portion of the text and pasted it on Google. Sure enough, I found it on the web, including the name and email address of the author. I contacted her who knew nothing about her writing being translated into Finnish. Besides any rights to do so would belong to her publisher. An overpayment scam, no doubt.
