more context Here's another sentance, though, that seems to imply the two terms have distinct meanings:

You provided the answer yourself when giving additional context:

FCA = Free Carrier... (frei Frachtführer...[vereinbarter Ort] = in diesem Fall Werk)

DDP = Delivered Duty Paid (Frei verzollt ... [vereinbarter Bestimmungsort im Einfuhrland] = in diesem Fall Werk).

"Frei Werk (DDP)" bedeutet also nicht nur "carriage paid", sondern "carriage and DUTY paid" bis - in diesem Fall - zum Werk.
"Ab Werk FCA" ist nicht einfach "ex works", sondern "free carrier" - das heißt, ab einem vereinbarten Lieferort, der nicht unbedingt das Werk sein muss (auch wenn es in diesem Fall so ist). Die obige Seite erklärt genauer, was FCA bedeutet.
