Looks as if this is a possibility; whether there is a simpler term in English, I don't know - I don't remember having heard one.

So I take it that it happens when (very) cold water penetrates the fur, or material, then freezes, and you finish up with a rather cold sheet of icy material, instead of the lovely warm fur (or other)coat you were wearing earlier...
