This delightful sentence is from an article on a major Pay-TV provider. I know that "zeitversetztes Ausstrahlen" can mean "recorded broadcasting", but I don't know why this is being paraded as a great benefit. Perhaps those of you with Pay-TV will be able to help me.

On US armed forces radio they have a public service announcement about organizing your time more effectively, and they recommend using a video recorded so that you can "timeshift viewing for your favorite programs".
Perhaps that would work here.
