How would you translate "Auffanggesetz" into English in this context? Thanks in advance for any suggestions :-)

gap-filling law
An "Auffanggesetz" is intended to fill gaps in existing law. If you read up on "legal gap analysis" you'll get a sense of how this is approached in English. So in your case you could say something like "Thus the IRG is a type of "gap-filling law" that takes effect in the absence of other pertinent legislation."

: Interesting how they solved this in Spanish. But I'm thinking that "subsidiary law" is more like the opposite of an Aufffanggesetz, because subsidiary law is based directly on some other legislation, ruling, etc., it's not an independent law to fill gaps.
