Arrest in EN is a red herring People and ships are arrested, as known in the London etc. Court of Admiralty (seized in the case of vessels). The German term in a tax context should really prompt a consideration of the terms of attachment, garnishee (UK: third-party debtor) order, levy of execution or distraint.

The UK HMRC = Her Majesty's Revenue & Customs, plus Local Authorities (for Council Tax), keep sending letters threatening a distraint of assets for late payment of tax. So distraint (orders) and levy of execution should trip off UK (non-) taxpayers' tongues.

Thx. Many of us in the UK have been threatened by the HMRC or L.A. with distraint proceedings for unpaid tax. So the term should come 'naturally'.
