This seems to me to be something slightly more complex than just "taxation on expenditure"
It's from an article on proposals to change tax rules in Switzerland.
Further on, the article says there are 4,500 "Aufwanbesteuerten" in Switzerland, so are these some special category of tax payers?

Der Bundesrat hat an seiner heutigen Sitzung das Vernehmlassungsverfahren zu einem entsprechenden Gesetzesentwurf eröffnet.

Thanks Uta, a very useful reference - I somehow sensed that this was a more or less "non-domiciled tax status" from the tone of the article, which was postulating on whether it would make it less attractive for foreigners to live in Switzerland |

which is occasionally bandied about in just about any country, like driving a $100,000 Mercedes instead of a 'smart', living in million-dollar homes etc. The old 'soak-the-rich' syndrome.

Taxation on expenditure
Basically, if you live in Switzerland for tax purposes but aren't employed there, you can opt to be taxed on how much you spend rather than how much you earn.

It makes sense to me. After all, you have to keep track of how much you spend in order to use this procedure. Many people (not just in Switzerland) find keeping records inconvenient. The procedure is optional, so not everyone who can use it does so.
