this is translated as "compost and retting clamps" which doesn't make much sense to me.

compost and rottting clamps
The clamps seem to be a UK expression (an enclosure); a Miete is basically a gigantic compost pile (agricultural or industrial size - way bigger than what you or I would have in our yards, and not necessarily enclosed) where organic materials are left to decompose (to turn into fertilizer etc.) During this process they emit gases, which, due to their size/quantity are considered significant emissions - and they can stink, to put it more bluntly, which cn be a nuisance for residents (not to mention their contribution to greenhouse gases)

Composting and rotting are two different things....please note that this has nothing to do with our parents' garden.... it's a different scale;
agree w/Cetacea except that silos are enclosed; many of these are just long piles out in the open (which causes the problems I presume these 'methods' are supposed to monitor
