4-bit digits would cover a range from 0 to 15 so it would have to be 2-bit digits, I take it?

2-digit numbers, with digits taking values from 1 to 4/between 1 and 4

These/Both are 2-digit numbers, with digits taking values from 1 to 4/between 1 and 4.

Mir scheint es so eindeutiger, wenn auch etwas länger.

oder "with digit values ranging from 1 to 4".

agree jccantrell : This one sounds best to me. Two-digit numbers using the values 1 to 4 for each value.

agree Ken Cox : you could make it even longer by saying 'taking on one of four values in the range of 1 to 4' :)

4-digit numbers

Could this be it?
:)
Peer comment(s):

disagree Steffen Pollex (X) : No, "4-digit numbers" are different from "2-digit" numbers. A 2-digit number is "22", a 4-digit number is "2222".

quaternary

Since it's a 2-digit number, 4 is the base hence quaternary (cf. ocatl or hexadecimal).

neutral Ken Cox : only if your audience is mathematicians // 'normal' quaternary numbers would be 0, 1, 2 & 3

Oh, I didn't take 1-4 literally. I stand corrected.
