Translating a document discussing funding for a university. Before this paragraph, there is a table which outlines the investments and costs for a number of years. Then we get these sentences:

Die erforderlichen Mittel sind Planungsgrößen. Sie dienen der Sicherstellung eines ausreichenden Finanzierungsrahmens und sind maßgebliche Orientierungsgrößen für den von der Präsidentin und vom Präsidenten der Universität vorzulegenden Businessplan.

Is it correct to say "planning quantities" or are we talking about "planning variables" or even "planned variables" here? Maybe it's something quite different. I am hoping that suitable answers for Planungsgrößen will also give me a better idea as to how to phrase Orientierungsgrößen. Many thanks!
