When I ask about ‘auf den angestammten Nachmittagssendeplatz ’, it is, in part, a question about grammar: am I right in thinking that since ‘auf’ is followed by accusative it must refer to time? If I remember rightly, if it referred to place it would have to be dative.

but it is questionable; pure grammar-wise, the dative should be used (Platz). But when taking "Nachmittagssendeplatz" as a whole, then it does not refer to a physical place but rather to a "place in time".
Far be it from me to correct a GNS, but I rather fancy you forgot that "16.15" follows immediately, and that is time, of that, there is no doubt!
So isn't "auf den" in fact correct?
