M&E tracks are "music & effects" tracks, i.e. everything but the voices, which allow foreign distributors to add their own dubbed voices.
You can use just "M&E tracks" in the context you have, or perhaps "M&E track production" - or to tie it in with the following words ("und Tonherstellung"): "M&E track and audio production".
