Den „EU-Führerschein“ gibt es seit 1999. Mit dem Führerschein im Scheckkartenformat werden die unterschiedlichen Führerscheine in der EU vereinheitlicht („harmonisiert“). Zum 19.012013 sind mit der Umsetzung der 3. EU-Führerscheinrichtlinie allerdings weitere Regelungen zur Erreichung dieser Vereinheitlichung in deutsches Recht umgesetzt worden.

That was my first thought as well. However, if it stands for European Union why isn't the German abbreviation EU for "Europäische Union"? In another column for type of driving license the entries read "EU99" and "EU13".
