: Probably (in case the file contains the registered car license plate, not to confuse with the driver's license no. [driving licence no.]).

Discussion
1. Name, 2. Christian name, 3. Birth day, 4. Place of birth, 4a. Issue date, 4c. Issuing Authority (Landrat xxx-Kreis), 5. Licence number. The backside shows the Explanations for the items and the type of motor vehicles allowed to drive. Nothing else.
Could "Kz." be "Kennzahl"? (Try googling "Kennzahl 95" in conjunction with Führerschein).
