If this really is a quali, as in MSc, or similar, your best bet is to add a note that the person has a certificate, diploma or whatever, and then use this wording.

I belive it is used mostly in the following form:
EDV-Fachmann (Wirtschaft)
EDV can be translated as "Computer data processing", but i prefer Information Technology, which is more common. Economy is merely a categorization, therefore i suggest the term given above.

I suggest this since the client is pointing to legacy systems (I would choose their suggestion, frankly). It would appear the specialist here is a specialist in administering or managing IT systems ...

I am not quite sure. All I can see from the certificate is that it does not mention legacy systems at all, and I am a bit reluctant to translate the qualification as such, and look for a more appropriate translation.
