I can't work out the meaning of the bit in **** to fit with the rest of the sentence.

Hello, Helen. I agree with the hunch that this is a typo and presume that "N"-hyphens/Gedankenstriche are missing:
das, was sie mit dem „Kunst-Macht-Politik“-Kongress begonnen hat ***in zwei großen Reihen ((hyphen)) zum Spiel stand „Kunst & Politik“ sowie „Film & Politik“ ((hyphen)) fortsetzen***
I also think that 'zum Spiel stand "Kunst..." und "Film..."' is an unfamiliar version of: 'zur Disposition (or Verfügung) stand(en)'... or possibly, 'vorgeschlagen wurden'
- which would give you something like:
...will continue the debate it launched with the Kunst-Macht-Pol. congress, in two comprehensive series (working titles: "Art and Politics" and "Film and Politics") ...

It probably should be "zum Spielstand" , otherwise I don't see how it makes any sense. Spielstand would be rather unusual usage here, but maybe 'current status' is what is meant.
Discussion
Also, I tend to agree with Melanie, that this is probably a typo of some sort, although I'm not sure about her suggestion.
