The sentence below is from the safety section in a trowel user manual. A trowel is a machine used for finishing and floating concrete surfaces.

"NEVER use the trowel around pop-ups in the concrete that are lower than the lowest ring on the ring guard".

Probably a jargon term. A native American speaker has told me that he has never heard this expression in the relevant context. But he took it to mean "obstructions".

PS: Apparently, on a picture of the trowel, there is a ring guard just above the round finishing surface of the trowel.

I have now received a reply from the authors of the text in question, and they said: “Pop-ups” in concrete are protrusions such as pipes, conduits, or rebar sticking up. This term does not refer to air bubbles. I have received another qualified reply on http://forum.wordreference.com: "A motorized trowel (or float) has a spinning plate underneath. There is a tubular guard to protect objects from the spinning plate. If you have a "pop up" by which I understand it to mean a obstruction such as a sewer plate, or plumbing access, and if that "pop up" is lower than the guard, then the spinning plate could come in contact with the "pop up" and cause damage to the trowel or the obstruction or both."
