"podnět k postupu dle § 8 odst. 2 trestního řádu": it relates a reqest to the Czech authorities to authorise/ask to banks to disclose details of accounts where fraud is suspected

Pro případ, že by slovu "podnět" v kontextu nepředcházelo "dát" či jiné sloveso. Mám za to, že zadáním je podstatné jméno.

I suppose a noun is to be translated, not a verb. Unless the source term follows a verb such as "dát".

Simply said, the authorities get an impulse to start working according to a procedure described in the law. I am sure you can come up with a better English wording.
