Czech term
dovolatel

Law (general)
For "odvolatel", I find "appellant", for "dovolatel", nothing.
I'd like some ideas on possible translations for "dovolatel" that would distinguish it from "odvolatel".

final appellant
This is the English term used in Japan; however, I do not think there is any difference between the two terms (odvolatel vs. dovolatel) in common law countries.

petitioner
It looks to me like we are talking about petition for judicial review and I would use "petitioner".
